Checked Wikipedia to see how long the whole thing's been going--since 2008. It's listed under the Highlander (Franchise) section, in the portion that's Highlander: The Reckoning. Up until 2011, Justin Lin was due to direct it.

At the bottom of that page is a review of the remake's script, since that whole thing (possibly before even more rewrites) was leaked back in 2009.

So, yes, currently it's more talk than anything else.
