I was recently reading a website (CanaryNoir, to be specific), and saw a reference to Black Canary dating Ra's al Ghul. When did this happen? I assume it took place during Birds of Prey, but what issues did it take place in?

A google of "Dinah gets her canary cry back" should give you the specific issue numbers, because that's how it climaxed.
