Computer Problem

Does anyone know what it means when everything on the computer's screen goes all wavy and shaking and blurry? Does it sound like the problem is the monitor or something else?

It did that for a few hours this morning, but for right this moment it's okay. I'm posting in between the computer's freak outs.

Mine did it off an on for several weeks before it caught fire. Heh.

The monitor has randomly started to smoke before--not this monitor, a different one that I had a few years ago. Smoke poured out, so Dad got rid of it. The next one did the same thing back then.
